Khidmat sosial Kampung Chubadak telah diadakan oleh Gerakan Demokratik Belia dan Pelajar Malaysia (DEMA) pada 30/5/2008 hingga 1/6/2008. Sejarah hitam yang berlaku di Kampung Chubadak amat memilukan. Penduduk kampung yang diakui sebagai peneroka bandar telah dituduh sebagai penempatan secara haram dan hak tanah rizab Melayu mereka telah dirampas oleh pihak berkuasa. Tujuan aktiviti ini ialah meluangkan masa dengan penduduk setempat serta bersama-sama mempertahankan kampung mereka.

[Mkini] Fuel hike: 78 sen more to RM2.70 per litre

The government has just announced that petrol price will go up by 78 sen at midnight - a 40.6 percent jump from RM1.92 per litre to RM2.70.

“Effective from tomorrow, June 5, 2008, the price of petrol will be raised by 78 sen and the price of diesel will be raised by RM1,” Prime Minister Abdullah Ahmad Badawi told a press conference.

The price of diesel will go up RM1, or 63.3 percent - from RM1.58 per litre to RM2.58.

The price hikes are among government measures to cut the spiralling bill for oil subsidies, which is expected to amount to RM56 billion this year.

At a press conference held at 5.30pm, Abdullah also announced that the government plans to offer rebates to motorists to offset the fuel price increase.

Under the scheme, vehicles below 2000cc will receive a RM625 rebate annually - to compensate for 800 litres of fuel used under the new price.

“Owners of private motorcycles of engine capacity of up to 250cc will be paida cash rebate of RM150 per year,” he said.

The money will be paid by postal order. Rebate will be paid when motorists renew the road-tax for their vehicles.

The government is expected to save RM4 billion under this new subsidy restructure.

However, the government is slowly expected to head towards totally abolishing the fuel subsidy.

If petrol is to be sold at full market prices, it could be as high as almost RM4 a litre - about 50 percent above current levels.

Since 2004, petrol has gone up by 97.1 percent, while diesel increased by a whopping 231 percent [see chart below].

Higher TNB tariffs

Abdullah also announced that the road tax for vehicles above 2,000cc will be reduced by RM200.

For motorbikes above 250cc, their road tax will be slashed by RM50.

The diesel subsidy for fishermen will be fixed at RM1 per litre while vessel owners will have to pay RM1.20 per litre.

The premier also announced a price hike in gas supply for electrical and industry sectors.

The premier further said that the electricity tariffs too would be increased.

He added that the power tariff rate would remain the same for households which use about 200 kilowatt of electricity, which would be RM43.60.

Any usage beyond this would fall under the new price which will be announced by power supplier Tenaga Nasional at a press conference tomorrow.

The prime minister also urged Malaysians not to organise street protests against the fuel hikes.

Expect more increases

Abdullah said that under the new scheme, the government will maintain a 30-sen fuel subsidy, which is independent of the market rate of fuel prices.

For example, if the market rate is RM3 per litre, the local pump price would be RM2.70 per litre with the 30-sen subsidy.

He said that the government would review the market price on monthly base and announce the subsidised price accordingly.

Abdullah also said that he was confident the economic growth could be maintained at five percent and inflation at four to five percent.

Domestic Trade and Consumer Affairs Minister Shahrir Abdul Samad, who was also at the press conference, conceded that the increase would impact on inflation, which came in at 3.0 percent in April.

“With this hike, the CPI (consumer price index) is expected to rise to 5.0 percent” this year, he said.

He also said that the new price of RM2.70 did not reflect the full market value, which could be as high as RM3-4 when the price controls are completely removed in August.

Also at the press conference were Deputy Prime Minister Najib Abdul Razak, Second Finance Minister Nor Mohamed Yakcob, Minister in the Prime Minister’s Department Amirsham Abdul Aziz, Information Minister Ahmad Shabery Cheek and International Trade and Industry Minister Muhyiddin Yassin.

学运谴责警方袖手旁观,默许私会党徒暴力对待皇冠城居民

马来西亚青年与学生民主运动(学运)强烈谴责警方不但没有维持治安,还抱着隔岸观火的举动,默许私会党徒在皇冠城围聚集在蕉赖皇冠镇已被封堵的出口的居民,导致20多人被打伤,其中三人伤势严重。警方此举不但有偏帮大道公司之嫌,也破坏了人民对警方的信赖。雪州总警长必需为此事道歉及采取纪律处分相关警员。

这起事件纷纷扰扰了那么久,封堵大道地段属联邦政府或州政府的争议不断,很多人关注的是该地段是否属大道公司,这决定了大道公司或联邦政府是否有权利封路。然而如果我们站在皇冠城居民及社区发展的角度来看,就算该路段属于大道公司所有,难道它就有权利封锁道路,逼使居民缴付两个收费站使用大道,典当居民的权益以换取更多的利益吗?

Sexy school uniforms?

HI, PKPIM suggesting the revamp on high school female student uniform saying that it is too sexy and leads to premarital sex and rape.

How you look at it? Is important for student movement to be look at things from equality perspective, not only on civil and political rights perspective.

Few question to think about:

1. Does sexy uniform cause sexual assault?

2. Is it the fault of the victim or the perpetrator when sexual assaults happen?

3. What is the solution/measure can be taken for rape and pre-marital sex among high school students? But of course in the fist place, we need to ask do we accept pre-marital sex?

4. What is your stand for school uniforms? Need to revamp?

Amendment of Universities and University Colleges Act (UUCA)

Malaysia Youth and Students Democratic Movement (DEMA) welcome the move by Minister of Higher Education, Mohamed Khaled Nordin to review the restrictive Universities and University Colleges Act (UUCA). We see this as a positive move to student activism in higher institutions of learning.

The UUCA was first enacted in 1971 to curb the growing student movement and was amended in 1975. On 8/5/2008, Minister at Prime Minister Department, Datuk Seri Mohd Nazri Aziz said that the act was outdated and needs to be reviewed. Mohamed Khaled Nordin said that the proposals would be handed over to the AG’s Chambers by tomorrow. He also hoped that the proposed amendments can be debated at the next Parliament seating scheduled for August.

DEMA urge the Minister of Higher Education to specify the nature of the amendments and not until the bill is tabled for debate. This is to ensure that any amendment which allows violation of fundamental human rights is prohibited. We think that before the bill is being review, the ministry can get some feedback from the youth, student association and also the public. We further urge the ministry to include more students association in the amendments since the act is mainly related to student development.

We also hope that Mohamed Khaled Nordin shows his sincerity in this amendment since former Minister of Higher Education also promises to review the act. In fact, there were three former Ministers of Higher Education who have suggested to amend the act but ended up with nothing. DEMA also hope that Mohamed Khaled Nordin can provide a time frame for this amendment.

However, DEMA strongly urge that the Minister of Higher Education to abolish the UUCA since the main purpose of this act is used to curb student activism. The abolishment of UUCA will create an environment where students and lecturers are free to express their views and opinions and it is a necessary step towards establishing a world class higher education.

修订案本周移交总检察署,高教部最迟八月改大专法

【Merdekareview陈慧思撰述】高等教育部长莫哈末卡立透露,高教部将在本周内把《1971年大专法令》修订草案移交给总检察署,预计可在下个月或最迟八月将草案提呈到国会下议院批准。

高教部长今日在国会下议院代表其部门总结感谢国家元首施政御词时强调,政府无意废除《1971年大专法令》,反之将仔细研究及修订。本周移交给总检察署审核过后,《大专法令》的修订案将提呈上内阁,并于下个月或最迟今年八月提呈国会下议院通过。

莫哈末卡立(左图)一发言即遭到霹雳州怡保东区国会议员林吉祥驳斥,后者说,前任高教部长也曾承诺向国会下议院提呈修订法案,而且先后已有三名高教部长提议修改《大专法令》,可是迄今依旧是只闻楼梯响。

林吉祥质问,修改后的《大专法令》会否允许大专师生思考自由,以创造有绩效的学习环境,提高我国大学的国际排名。莫哈末卡立没有具体透露《大专法令》修订案的主要内容,只说《大专法令》修订案的确有考量提升学生和大学的学术成就。

高教部过去两年向民间公开征询修改《大专法令》的意见,可是在此提呈修订案的紧要关头,高教部长拒绝透露修订案的主要内容。虽然林吉祥追问,莫哈末卡立却一直以“等提呈时就知道了”推搪。

也将修改私立大专法

吉 兰丹巴西马(Pasir Mas)独立议员依布拉欣阿里(Ibrahim Ali)建议修改后的《大专法令》把目前不受《大专法令》制约的私立大专也涵盖在内。他说:“林国荣大学、史丹福学院大学有超大的自由,如果没把他们涵盖 在《大专法令》里头,它们的成就又怎么说呢?我关注的是,会否有双重标准,公立大学被控制,私立大学被放任。” Read the rest of this entry »





Ministry proposes amendments to UUCA

The Higher Education Ministry will submit proposals to the Attorney-General’s Chamber to review the restrictive Universities and University Colleges Act (UUCA) which prohibits student activism in learning institutions.

He however did not specify the nature of the amendments sought by his ministry. He said that the proposals would be handed over to the AG’s Chambers by tomorrow.

He also hoped that the proposed amendments can be debated at the next Parliament seating scheduled for August.

True democracy cannot mature with ISA around

I read with much scepticism of Minister in the Prime Minister’s Department Zaid Ibrahim’s recent statement that he finds the Internal Security Act (ISA) and Official Secrets Act (OSA) unacceptable. He was quoted as saying that he is against any unjust and harsh laws which and this includes the ISA and OSA.

However, this was contradicted by the Home Minister Syed Hamid Albar who said that such laws will not be abolished, as they are needed for the purpose of maintaining public order. In such a scenario between two conflicting statements, what would be the public stand of the prime minister?

Would he seek to abolish such oppressive laws in the newly-convened Parliament in agreement with his own minister in his department? Or would he seek not to, in the interest of the home minister’s recent remarks?

I would certainly not be surprised if Pak Lah remains defiant in not wanting to abolish the ISA and OSA, as it has served to protect BN’s interests for the past 51 years after Merdeka. After all, he was the one who authorised the detention of the Hindraf activists and accused them on baseless grounds of being a threat to national security.

The opposition and the vast majority of the general public have long seen the ISA to be a notoriously oppressive law. In the name of national security, the ISA has been used as a convenient political tool that allows for indefinite detention without trial. The ISA is an obnoxious piece of legislation that has no place in a democracy.

Former detainees have published horrifying accounts of their detention under the ISA when they have been subjected to solitary confinement without access to family members, lawyers and friends. Police interrogators have routinely subjected ISA detainees to physical and mental torture in order to ‘turn them over’.

All this amounts to human rights abuse and a barbaric treatment of individuals who have never been tried, let alone convicted, in an open court. These acts of injustices are an obscene affront to human dignity and a mockery of democracy. They violate the teachings of all religions in our nation, because it has demeaned human life.

The ISA is an unjust law, where its so-called legal practices represent a crime against humanity. As always, the ‘threat to national security’ has been a flimsy catch-all excuse for not charging and trying so-called suspects in open courts.

How do you expect the continued existence of the ISA to foster a reformed democratic society when this oppressive law looms as an ever-present threat over the lives and liberty of ordinary Malaysian citizens? True democracy cannot mature when people are being threatened with detention without trial.

The basic principle of natural justice is that the accused must be given the right to be heard must be unconditionally upheld. I therefore sincerely hope that Zaid Ibrahim and Pakatan Rakyat will pressure the federal government in Parliament to immediately charge and try all ISA detainees in an open court or release all ISA detainees still incarcerated.

Otherwise, there will not be any true judicial reform as pledged by the prime minister - through the appointment of Zaid Ibrahim to be in charge of legal affairs - and it will only remain a mere rhetoric.





Stop the Arbitrary Arrests!

Malaysia Youth and Students Democratic Movement (DEMA) strongly condemned the detention of 7 individuals by the Penang Police. They were detained during anti-Internal Security Act demonstration in Penang on 11/5/2008 without any valid reasons.

Yesterday gathering ( 11/5/2008 ) is part of a nationwide protest that is being held in Penang, Butterworth, Kuala Lumpur, Johor Baru, Ipoh and Seremban. The purpose of the gathering is to urge the government to release all the ISA detainees and also provide proper medical treatment to Hindraf legal adviser P. Uthayakumar who is a diabetic.

DEMA reaffirm that the freedom of peaceful assembly is stated in Malaysia Constitution under Article 10 (1) (a) and (b) which guarantee the fundamental human rights where every citizen has the right to freedom of speech and expression and right to assemble peaceably. We are concerned with the arrests by the police as unprofessional and power abuse since the organizers of the gathering have agreed to cooperate with the police, furthermore no untoward incidents were reported. The jobs of the police are to maintain the public order during the gathering; however it has become a tool by the authority to oppress the people rights to voice up their expressions and peaceful gathering.

DEMA strongly urge the police to release all the 7 individuals without any conditions and immediately drop all the charges against them. DEMA demand the government to uphold the Federal Constitution and Universal Declaration of Human Rights and stop any further assault on freedom of assembly. We further urge the government to respect and protect human rights as Malaysia is one of the members in United Nations Human Rights Council.

[Mkini]Nazri sokong mansuh Auku

Menteri di jabatan perdana menteri, Datuk Seri Mohd Nazri Aziz berkata, Akta Universiti dan Kolej Universiti (Auku) sudah tidak sesuai untuk digunakan di kalangan pelajar negara ini.

“Ini tahun 2008…akta ini sudah ketinggalan dan saya menyokong Auku dimansuhkan.

“Tetapi untuk memansuhkan Auku ia perlu mendapat keputusan ahli Majlis Tertinggi (MT) Umno dan kabinet,” katanya ketika ditemui di lobi Parlimen hari ini.

Nazri berkata, beliau sedia membawa isu ini ke MT dan kabinet untuk dibincangkan jika ada pihak yang mahu berbuat demikian.

Bagaimanapun, katanya sehingga ini belum ada pihak yang mahu beliau berbuat demikian.

Ketika ditanya mengenai janji menteri pengajian tinggi untuk memansuhkan akta tersebut, Nazri berkata, menteri itu akan mengkajinya sebelum dibawa ke peringkat lebih tinggi.

Nazri berkata demikian ketika diminta mengulas gerakan mahasiswa mansuhkan Auku (GMMA) yang berkempen di Parlimen hari ini supaya akta tersebut dimansuhkan. Read the rest of this entry »





到国会发派废大专法徽章,大专组织促议员传达讯息

【本刊曾薛霏撰述】由九个大专生组织组成的“大专生废除大专法令联盟”(Gerakan Mahasiswa Mansuhkan AUKUGMMA)今早抵达国会走廊,分派备忘录和徽章给朝野国会议员,以唤起国会议员对此事的关注,在国会中提出废除《1971年大专法令》。

废除大专生法令联盟秘书处成员莫哈末礼祖安(Mohd Ridzuan,左图右一)表示,此行是到国会派发备忘录和徽章给国会议员,希望他们能把废除大专法令的讯息带入国会辩论。该联盟希望可以得到国会议员的支持,并表示没有特别针对哪一个国阵或民联的议员。

其他出席记者会的代表包括马来西亚回教学生俱乐部(KARISMA)的莫哈末阿米鲁(Mohd Amirul)、全国回教学生联盟(Gabungan Mahasiswa Islam,简称GAMIS)的沙兹尼慕尼(Shazni Munir)、学运的黄勇进以及马来西亚全国回教学生协会(Persatuan Kebangsaan Pelajar Islam Malaysia,简称PKPM)的莫哈末慕祖丁(Mohamad Mu’izzuddin)。
