月入低于两千乃低收入,大学生也沦为低收入群

【本刊陈子莹撰述】专司经济策划组的首相署部长阿米尔山（Amirsham A.Aziz）周一（6月23日）在国会透露，在马来西亚，只要月入不超过马币两千元者为“低收入群”；阿米尔山的“宣布”确实令我国许多打工族震惊与沮丧，因为按照这个标准，恐怕有千千万万打工族都“陷”入了低收入群。

曾是马来亚银行前行政总裁的阿米尔山，在国会回答吉隆坡敦拉萨镇国会议员卡立依布拉欣的提问时说道，政府会根据通膨率依时调整低收入的定义。兼任雪兰莪州务大臣的卡立，曾任种植集团牙直利集团（Guthrie）行政总裁，他当天口头提问政府是否知晓通膨不断提升，依然把贫穷线放在马币800元的水平，实在是太低了。

阿米尔山因而说出，政府将月入少过马币两千元者，都列入低收入群。阿米尔山的言论并没有让大家怀疑这个数据的真实性，只不过是震惊于通货膨胀的快速上升，也感叹于我国薪资水平微薄。

反内安令集会 (Vigil Anti-ISA)

Vigil anti-ISA (Internal Security Act) telah diadakan di Kem Tahanan Kamunting, Taiping pada 7/6/2008. Vigil tersebut disertai oleh lebih kurang 1000 orang dari pelbagai bangsa yang menyokong memansuhkan ISA termasuk ahli DEMA. Mereka berjalan sejauh 4km bermula dari SM Teknik Taiping dengan cahaya lilin pada setiap orang ibarat satu harapan baru yang wujud dari kegelapan dan kezaliman ISA. Vigil tersebut bermula pada pukul 8pm dan berakhir pada 9pm.

Vigil ini merupakan salah satu aktiviti yang dianjurkan oleh Gerakan Mansuhkan ISA (GMI). Pengerusi GMI, Encik Syed Ibrahim Syed Noh yang mengetuai perhimpunan aman ini mengutuk ISA sebagai undang-undang yang zalim dan tidak berperikemanusiaan. ISA juga telah merampas hak asasi rakyat Malaysia dengan menafikan hak tahanan ISA membela diri di mahkamah. Beliau juga menyeru agar ISA dimansuhkan, bebaskan tahanan ISA dan tutupkan Kem Tahanan Kemunting dengan serta-merta.

[Mkini] Fuel hike: 78 sen more to RM2.70 per litre

The government has just announced that petrol price will go up by 78 sen at midnight - a 40.6 percent jump from RM1.92 per litre to RM2.70.

“Effective from tomorrow, June 5, 2008, the price of petrol will be raised by 78 sen and the price of diesel will be raised by RM1,” Prime Minister Abdullah Ahmad Badawi told a press conference.

The price of diesel will go up RM1, or 63.3 percent - from RM1.58 per litre to RM2.58.

The price hikes are among government measures to cut the spiralling bill for oil subsidies, which is expected to amount to RM56 billion this year.

At a press conference held at 5.30pm, Abdullah also announced that the government plans to offer rebates to motorists to offset the fuel price increase.

Under the scheme, vehicles below 2000cc will receive a RM625 rebate annually - to compensate for 800 litres of fuel used under the new price.

“Owners of private motorcycles of engine capacity of up to 250cc will be paida cash rebate of RM150 per year,” he said.

The money will be paid by postal order. Rebate will be paid when motorists renew the road-tax for their vehicles.

The government is expected to save RM4 billion under this new subsidy restructure.

However, the government is slowly expected to head towards totally abolishing the fuel subsidy.

If petrol is to be sold at full market prices, it could be as high as almost RM4 a litre - about 50 percent above current levels.

Since 2004, petrol has gone up by 97.1 percent, while diesel increased by a whopping 231 percent [see chart below].

Higher TNB tariffs

Abdullah also announced that the road tax for vehicles above 2,000cc will be reduced by RM200.

For motorbikes above 250cc, their road tax will be slashed by RM50.

The diesel subsidy for fishermen will be fixed at RM1 per litre while vessel owners will have to pay RM1.20 per litre.

The premier also announced a price hike in gas supply for electrical and industry sectors.

The premier further said that the electricity tariffs too would be increased.

He added that the power tariff rate would remain the same for households which use about 200 kilowatt of electricity, which would be RM43.60.

Any usage beyond this would fall under the new price which will be announced by power supplier Tenaga Nasional at a press conference tomorrow.

The prime minister also urged Malaysians not to organise street protests against the fuel hikes.

Expect more increases

Abdullah said that under the new scheme, the government will maintain a 30-sen fuel subsidy, which is independent of the market rate of fuel prices.

For example, if the market rate is RM3 per litre, the local pump price would be RM2.70 per litre with the 30-sen subsidy.

He said that the government would review the market price on monthly base and announce the subsidised price accordingly.

Abdullah also said that he was confident the economic growth could be maintained at five percent and inflation at four to five percent.

Domestic Trade and Consumer Affairs Minister Shahrir Abdul Samad, who was also at the press conference, conceded that the increase would impact on inflation, which came in at 3.0 percent in April.

“With this hike, the CPI (consumer price index) is expected to rise to 5.0 percent” this year, he said.

He also said that the new price of RM2.70 did not reflect the full market value, which could be as high as RM3-4 when the price controls are completely removed in August.

Also at the press conference were Deputy Prime Minister Najib Abdul Razak, Second Finance Minister Nor Mohamed Yakcob, Minister in the Prime Minister’s Department Amirsham Abdul Aziz, Information Minister Ahmad Shabery Cheek and International Trade and Industry Minister Muhyiddin Yassin.

学运谴责警方袖手旁观，默许私会党徒暴力对待皇冠城居民

马来西亚青年与学生民主运动（学运）强烈谴责警方不但没有维持治安，还抱着隔岸观火的举动，默许私会党徒在皇冠城围殴聚集在蕉赖皇冠镇已被封堵的出口的居民，导致20多人被打伤，其中三人伤势严重。警方此举不但有偏帮大道公司之嫌，也破坏了人民对警方的信赖。雪州总警长必需为此事道歉及采取纪律处分相关警员。

这起事件纷纷扰扰了那么久，封堵大道地段属联邦政府或州政府的争议不断，很多人关注的是该地段是否属大道公司，这决定了大道公司或联邦政府是否有权利封路。然而如果我们站在皇冠城居民及社区发展的角度来看，就算该路段属于大道公司所有，难道它就有权利封锁道路，逼使居民缴付两个收费站使用大道，典当居民的权益以换取更多的利益吗？

鲁斯旦沙尼因心脏病骤逝 周六新书推介或改追思会

【本刊林宏祥撰述】前任人民公正党宣传主任、前国民大学政治系副教授鲁斯旦沙尼（Rustam Sani）于今晨在雪兰莪州鹅唛（Gombak）的住家，因心脏病逝世，享年64岁。原订本周六的新书推介礼将如期举行，但可能改为追思会。

在人民党与国民公正党合并之前，鲁斯旦沙尼曾任人民党副主席。这名评论人原订于本周六（4月26日）在莎亚南公共图书馆推介本身新书《失败的国族？马来西亚民族主义者之关怀》（Failed Nation? Concerns of a Malaysian Nationalist）及《马来左翼之社会起源》（Social Roots of the Malay Left），并邀请了人民公正党首领安华依布拉欣主持推介礼。

策略研究中心负责人张永新告诉《独立新闻在线》，上述活动将如期举行，且不排除会改为追思会。

Rustam Sani pulang ke rahmatullah

Allahyarham, anak kepada pengasas parti itu dan bekas ahli parlimen Ahmad Boestaman, meninggalkan isteri Rohani Zainal Abidin dan dua anak, Azrani dan Ariani, di usia 64 tahun.

Rustam, yang memblog di Suara Rakyat dan Karya Semasa, pernah bertugas sebagai pensyarah di Universiti Malaya, Universiti Kebangsaan Malaysia dan Institut Kajian Strategik dan Antarabangsa (ISIS), kumpulan pemikir terkenal negara ini.

Selain menghasilkan buku dan membentangkan fikirannya di pelbagai pertemuan akademik dan bukan ilmiah, beliau giat menulis rencana dan kolum dalam bahasa Inggeris dan Melayu di akhbar-akhbar harian tempatan.

Kolumnya di Utusan Malaysia sebelum krisis politik 10 tahun lalu - peristiwa pemecatan dan pemenjaraan bekas timbalan perdana menteri Datuk Seri Anwar Ibrahim - dikumpulkan dalam buku Menjelang Reformasi (2004).

Memorandum by Civil Society on Political Appointments by State Governments

We, the undersigned, call upon all the 12 newly formed state governments to practice good governance so as to ensure sustainable human development. This includes having State Governments that are clean, efficient, uphold the Rule of Law, and are inclusive of the diverse views and interests of the Rakyat.

We are concerned that previous State Governments had processes and procedures which were unclear and arbitrary. This enabled many abuses of public funds to take place, and left the needs of the Rakyat unfulfilled.

While the long term goal is to reinstate elections at the local government level, in the short term, we state the following.

Being transparent when making political appointments

State Governments have the wide authority and discretion to make political appointments. Besides appointing councillors in local authorities, they may also appoint directors to state corporations and enterprises, members of planning committees, down to village committees in the smallest kampung.

We propose these aspects of good governance to be adopted by the State Governments when making political appointments:

Mac 8, 2008, Malaysia dilanda dengan Tsunami perubahan. Keputusan
pilihanraya umum yang sungguh mengejutkan. Siapa yang sangka yang ” silent
majority” akan bersuara dengan begitu lantang sekali untuk “PERUBAHAN”.

Namun, yang menang besar pada PRU Ke-12 ini bukannya parti-parti politik.
Yang menang adalah rakyat jelata yang telah berani membuat keputusan untuk
membawa perubahan. Selepas 50 tahun di pemerintahan yang sama, pemerintahan
yang menindas rakyat, yang cukup angkuh dan pemerintahan yang memperbodohkan
rakyat, akhirnya satu mesej yang cukup jelas telah diberikan. Walaupun, BN
sering menakut-nakutkan rakyat dengan peristiwa 13 Mei 1969, ramai golongan
muda tidak terpengaruh dengan tipu muslihat ini lagi.  Justeru, politik
Malaysia telah masuk ke era yang baru dimana rakyat menuntut perubahan yang
sebenar dan bukan kosmetik sahaja.

PRU Ke-12 juga melihat politik perkauman ditolak oleh rakyat dan  corak
pengundian rakyat bukan mengikut kaum tetapi agenda ataupun manifesto
parti-parti politik. Lagipun, rakyat telah membuktikan yang mereka bukannya
boleh diperdayakan lagi dengan tema pembangunan dan kestabilan. Barisan
Nasional tidak boleh mempermainkan mereka lagi dengan janji-janji kosong dan
politik wang dan perkauman.

在抗争长达8年的白沙罗华文小学（白小）露出有望重开的曙光之际，白小原校保校工委会主席熊玉生却在今早因病逝世，未能圆成重开白小原校的心愿。

熊玉生是近日来操劳过度，以及患上带状庖疹（生蛇）皮肤病，导致心脏病猝发，于今午1时10分于八打灵再也阿松大医院不幸离世。他享年69岁，留下其太太、2名儿子和3名女儿。

熊玉生是于上周六晚上11时左右，向家人投诉胸口疼痛后，由长女熊秀珍、熊秀莲及女婿黄汉荣，紧急送入灵市阿松大医院。

[Mkini] PM unveils trimmed-down cabinet

breaking news Prime Minister Abdullah Ahmad Badawi today announced his new cabinet.

During a 20-minute press conference at his office in Putrajaya, Abdullah said he has decided not to appoint any parliamentary secretaries - bringing the number of appointments to 68.

He has also dropped many notable veterans and roped in new faces, who now make up half of the cabinet.

Those axed are veteran leaders Rafidah Aziz, Jamaluddin Jarjis, Azmi Khalid and Radzi Sheikh Ahmad, who is known to be close to the prime minister.

Abdullah would not comment on the departure of Rafidah. “I don’t discuss why. I think she should make way for someone new,” he said when quizzed on this.

The premier has dropped his portfolio of internal security and outgoing foreign minister Syed Hamid Albar will run a newly merged home affairs and internal security ministry.

Abdullah retained his finance portfolio and Nor Mohamed Yakcop will continue to serve as second finance minister.

Ministries slashed

The number of ministries have also been slashed from 32 to 27. Among the interesting new faces are Zaid Ibrahim, who has been appointed minister in the Prime Minister’s Department in charge of legal affairs and Shahrir Samad who is appointed domestic trade and consumer affairs minister.

According to Abdullah, Zaid will be put in charge of legal affairs and oversee reforms in the judiciary.

根据首相阿都拉最新公布的内阁阵容，马华总秘书黄家泉出任房屋与地方政府部长、副总会长翁诗杰出任交通部长，以及马青总团长廖中莱出任卫生部长。

黄燕燕首次出任妇女社会部长

此外，马华不再出任人力资源部长，而是由妇女组主席黄燕燕出任妇女、家庭与社会发展部长，取代在大选落败的巫统妇女组署理主席莎丽扎。

这也马华首次有妇女组领袖入阁担任部长。

根据国会解散前的内阁阵容，马华拥有4名部长、9名副部长和4名政务次长，以及一名国会下议院副议长；民政党则有一名部长、3名副部长和2名政务次长。

马华的6名新任副部长分别是，曹智雄（副内政部长）、何国忠（副高教部长）、魏家祥（副教育部长）、邓文村（文化、艺术与团结部副部长）、江作汉（副财政部长）、黄日升（青年与体育部副部长）。
